■WOWOW's Broadcast Program Compilation Standards

As a private broadcaster covering the whole of Japan, WOWOW's mission is to play a part in cultural improvement, public welfare and industrial and economic prosperity, as well as to contribute to the fruition of a peaceful society.

In this knowledge, and in the spirit of democracy, we respond to the public's trust in us to value basic human rights and public opinion, to protect freedom of speech and expression, and to respect law and order. Therefore, WOWOW compiles programs based on the following standards:

(1)	Program genres shall cover educational, cultural, entertainment, news and other programming.
(2)	Educational and cultural programs shall have a clear audience and be shown in an appropriate time slot, with sufficient notification given.
(3)	Entertainment programs shall offer the audience healthy enjoyment and enrich their lives.
(4)	News programming shall be free from all intervention and will maintain an unbiased stance with regard to all political, economic and social issues, and provide material for the population to make accurate judgments.
(5)	Nothing shall be broadcast that goes against public security or decent public morals.
(6)	Advertising shall convey the facts, comply with applicable laws and assume social responsibility.
(7)	The opinions of the Broadcast Program Council shall be respected in order to improve the content of programming. The audience's opinions and demands shall be understood and reflected in programming.
(8)	It shall be a fundamental policy that the planning, production and dissemination of individual programs comply with National Association of Commercial Broadcasters in Japan Broadcasting Standards.

■WOWOW's Basic Plan for Broadcast Program Compilation

We consider our broadcast programs to consistently value quality from the perspective of public welfare, to respect public opinion, to support freedom of speech and justice, and to raise our own prestige, as well as to contribute to the development of industry, the economy, culture and other fields.

In the planning, production and programming of programs, we adhere to the following basic plan:

Broadcast times
1.	Generally 24 hours a day.
Program genres
2.	Genres for broadcast programs we compile include educational, cultural,entertainment and news programming, among others. The target audience and the hours they keep shall be taken into consideration in the compilation of the programs, based on each individual program's characteristics.
Educational programs
3.	Educational programs shall arouse interest in general learning, science, art,technology and other fields, and bring practical benefits to adults, adolescents and children in the household and out in society alike.
Cultural programs
4.	Cultural programs shall nurture a well-rounded general knowledge within the population and rich public sentiment, and shall invest in the improvement of the public's overall cultural education.
Entertainment programs
5.	Entertainment programs shall be attuned to the public's social life and offer healthy entertainment that enriches the public's lifestyle.
News programs
6.	News programs shall deliver the facts in an unbiased, timely, and comprehensible manner, and shall respond to public interest.
Advertising
7.	Advertisement broadcasts shall contribute to the public's economic life and to the development of industry and the economy, and shall be well attuned to program content and caliber.
Other programs
8.	"Other programs" shall be informational programs introducing the content of broadcast programs and explaining the nature of pay TV services to promote understanding among viewers.
